Appointment of the Chairman and members to the National Police Commission.

His Excellency the President of Sri Lanka has appointed a Chairman and four Members to the National Police Commission that was established under the 21st Amendment to the Constitution. The appointments have been made by the President on the recommendation of the Constitutional Council which is the 10-Member body headed by The Speaker of the Parliament of Sri Lanka. Pursuant to being appointed, the Chairman and following Members assumed duties on 16th May 2023 at the Head Office of the National Police Commission located at the BMICH premises.

The National Police Commission consists of Seven Members and two Members are yet to be appointed. The 21st Amendment to the Constitution which was passed by the Parliament on 31st of October 2022 envisaged the appointment/establishment of nine (09) independent commissions. The National Police Commission is one of such independent commissions that was established under the 21st Amendment to the Constitution, vested with wide powers pertaining to Police Officers and thereby in relation to the Police Service and act as an oversight body. The National Police Commission was first established in 2002 under the 17th Amendment to the Constitution and thereafter changes occurred in the powers and composition with the passage of several succeeding Amendments to the Constitution from time to time. The main objective of the establishment of an independent commission is the depoliticization of the Police Department or the Police Service and strengthen the Rule of Law in the country. According to the mandate conferred on the National Police Commission established under the 21st Amendment, the National Police Commission is vested with wide powers pertaining to the appointment, promotion, transfers, disciplinary control and dismissal of Police Officers other than the Inspector General of Police and entertaining and investigation of public complaints against Police Officers or the Police Service and provide redress. In addition to that, the National Police Commission shall provide for and determine all matters regarding Police Officers including formulation of schemes of recruitment, promotion, transfer for above matters, training and improvement of efficiency and independence, determination of nature and type of arms and ammunitions for the use of the National and Provincial divisions, code of conduct and disciplinary procedures.
