The National Police Commission (NPC) which was established in accordance with the 20th amendment to the Constitution of the Democratic Socialist Republic of Sri Lanka is vested with powers to entertain and investigate public complaints against a police officer or the police force.
NPC is an independent commission where the public can make complaints against the police of any commission or omission of their lawful duties.
NPC has established 09 provincial officers in each province to receive complaints including its head office which is located in Block 09, of BMICH premises.

Article 155 F (1) of the Constitution:

“ Every person who, otherwise than in the course of such person’s lawful duty, shall be guilty by himself or by or with any other person, in any manner whatsoever influences or attempts to influence or interferes with any decision of the Commission so influence any member of the Commission or a Committee shall be guilty of an offense and shall on conviction be liable to a fine not exceeding one hundred thousand rupees or to imprisonment for a term not exceeding seven years, or to both such fine and imprisonment.”

Article 155C of the Constitution

Subject to the jurisdiction conferred on the Supreme Court [under Article 126] and, no court or tribunal shall have the power or jurisdiction to inquire into or pronounce upon or in any manner call in question any order or decision made by the Commission in pursuance of any power or duty, conferred or imposed on Commission under this Chapter or under any other law.
